The divers were one of two groups diving from a boat near Pemba Island on 16 July. When they did not return, perhaps as victims of unexpected currents, the dive boat began searching and put out an emergency call.
In the absence of a state marine rescue service, Swahili Divers, which ran the dive, called on the assistance of private craft. Two light aircraft and a number of local boats responded.
Swahili Divers has said that the missing male instructor is its diving manager, a very experienced diver. According to the company, the two groups of divers entered the water off Misali Island, and last saw each other 20 minutes into the dive, at a depth of 12m.
A discarded BCD has been found on Pemba North Island, and sightings of what could be other diving equipment have been made from the air.
Police have stated that, following unsuccessful searches through 17 and 18 July, the divers are presumed dead. The police have asked fishermen to look out for bodies and retrieve them if found.
