Man charged over prop death

According to Phuket Wan Tourism News, the helmsman was charged then granted bail pending further investigation of the fatal incident. 

Hitoma Shibata, 22, from Japan, was diving off Racha Noi island, also known as Raya. She died instantly when, upon ascending, she was run over and struck in the face by the boat’s prop.

It was Shibata’s first sea dive after she had completed a land-based diver training course.

It was reported that standards of leisure boat operation and the “absence of clearly enforced safety zones at the popular Racha dive spots” have been causes for concern "in the Phuket diving community".
